Paul, I have had electric fuel pumps that looked like that they had full flow when lines are disconnected, but would not produce pressure when they are hooked up. First one was on a Gator, next one was on a New Holland tractor. Don’t know if that could possibly be your problem. Maybe hook a gauge and a valve to the line after the pump and check if the electric pump will produce pressure.
