The issue is that when people see that map they think its going to be 40 degrees every day this winter up here in Minnesota. What that forecast means is that on average its going to be somewhat warmer over those 90 days than normal. And yes, we're still going to have some below zero streaks, but they probably won't last as long, or be quite as cold. You can have quite a few 30 below nights and still average above normal for the entire season.
