Badger, if this was 5-10 years ago, I would go along with your thesis.....but it's not..

HFCS demand is dropping each year.....right now you are seeing some switching to sugar in spite of price level as a marketing ploy....see link below

In California, a dairy bottler is switching to sucrose for it's non-fat chocolate milk sold in San Franciso School system....

Brazil----not all mills can easily switch between ethanol and sugar, cash flow is faster with ethanol, and the govt has some regs regarding amount of ethanol in gasoline supply.....

PS--I've been wanting to short the sugar ETF, but it appears the blowoff top has not quite arrived (SGG), but I do agree it will eventually be an excellent short...
