Wondering what that has to do with refineries running at low capacity. 

      Getting things overseas is sometimes the best way. Only way to get things at a low price unless Americans want to forego the wages they get today.  Not many will work for what the other countries pay. My feeling is to try and keep enough capacity to keep us going no matter what happens and buy the surplus from somewhere else. drill where ever is feasable here.
