If the stalks are dry and you have adequate down pressure, I've never noticed a real difference in planting on top of the old stalks or beside them.
If the stalks are wet/damp/tough or you don't have adequate down pressure to keep the depth consistent, then its not a good idea to try to plant on top of them.
