Yes I diffently agree on the need for a increased Carryover. The problem is we have almost become so good at what we do, Farmes, traders, and with reporting, anything more then a %10 Stocks/Usage is priced to a number just above cost of production. If we would have a 20/30% ending stocks it would get rid of A LOT of the volitily in the market. A 1-2% change in production wouldn't cause a 10% move in the market.
