I'm not so sure the USDA is to blame for the price action, particularly in wheat. The wheat seedings report was very bullish, and still we open down 30 cents. bearish old stocks apparently offset that news. Still, it is the traders that move the markets. And the market reflects a consensus of buyers and sellers on what the crop is worth today. USDA numbers are one of the data points the traders use. We can argue the accuracy of the numbers, but even though I am getting cynical in my old age, I really don't think there is anything underhanded going on here.
