Don't know if the area elgible for disaster assitance is 75%, but is probably a lot higher than most would imagine.
Don't know for sure, but think a big chunk of IL counties would be in that catogory this year. IMO disaster declarations are a joke. Don't have to have that big of a problem to be declared a disaster anymore.
