It can get awful cold in the great white north! Besides, as Madoff demonstrated, the pickings are a lot richer along the gold coast.
A lot of the white collar type's have to be very careful when booking cross-Canada flights. If the airplane crosses into US air space, warrants become enforceable and their might be an unscheduled landing!
