I don't use lights to germinate my seeds, I put my seeds in cups with starting mix, put them in an old refrigerator that sits outside, put a small electric heater in it, and set the temperature about 98 degrees. I cover the cups so they don't dry out and the seeds just jump out of the ground. As soon as they come up, you have to get them some sun light.
