Subject: Raven 440 low signal voltage

raven 440 monitor. This thing is driving me nuts. My problem is I'm not registering volume. I have replaced flow meter, replaced wiring harness out of the back of the monitor. Hooked up three different monitors, get the same results. When checking the flow meter cable ports, power to ground gets me 5 volts, ground to signal wire gets me 2 volts. I've hooked up three different monitors got the same results hooked two different batteries got the same results. I am checking at the 16 pin Connector. I actually went to my brother-in-law's monitor and check voltage on his tractor with his monitor that he had been using and get the same results. Any ideas? After calling Raven they tell me I got two bad monitors, which seems pretty unlikely to me I guess it could happen but three seems very unlikely.
