Subject: Skid steer mounting plate height on bucket?

I bought a snow bucket and it has never worked for pushing snow. It’s either digging in or riding over the snow.
I thought it felt like the mount was welded on too low so with the boom down all the way you had to press the bucket down to get it to cut.

I didn’t look at it closely enough before I cut the mount off now I’m not sure where I want to weld it back on.

With the bracket, mounted on the skid steer, and I drive up to the bucket with the bucket, sitting flat on the ground the mount lines up, almost a inch lower on the back than it was before.
