Subject: Ethanol plant and refusing corn

I have no corn on farm storage so it does not affect me either way.
I have heard of a lot of corn being refused at the ethanol plant for high levels of vomitoxen.
My question is, If the corn is contracted and none of the farmers corn is acceptable, who is responsible for the contract?
Will the farmer have to buy back the contract?
