Subject: Options for drainge system on a lake

I have a 35 acre lake with a rusted out drop structure, and when it happenned it took alot of the dam with it. Need to replace it but I hate to go back with a drop structure because it's gonna be expensive and very labor intensive. The vertical pipe is 15 ft high and the horizontal pipe is 90 ft long. What do you think about running one pipe at an angle through the dam? I imagine I would have to put concrete at the back side (bottom) to take out the force of the water. FYI an earthened spillway isn't really an option in this scenario.
Any thoughts would be appreciated. Soil concervation office has been NO help and suggest highering a private engineer ($$$).

About 450 acres drain into it and I get about 35" of rain a year.
