I'd probably make step one blowing the head off the bolt so that the opener can be removed, then step two heating the threads (if necessary) and removing the remainder of the bolt with vice grips or pipe wrench or stud wrench.
Possibly I do not accurately understand the description of the situation because I am not familiar with the Tye openers.
