We have a 97 2188, the pump has been cranked up on it a couple of years ago. When the engine is under load it runs perfect, when its wide open with no load it surges. It was kind of noticeable at first, but this year it getting worse. Its like a motor that has a rev limiter or its bouncing off the governor for some reason. Is there any ideas or fixes out there.
