This could be the cause i know this may sound a bit crazy if your tractor has been worked on before like the rear end taken out it might be worth checking , under the cab floor is a number of lines two of them can be mixed up one brake works the other does not if you can disconnect the line going to the faulty brake and check for oil when you apply the brake pedal ,i just forget what other things happen.
Had this happen when another tech did a trans repair ,let me know the outcome
