Driftless SW Wisconsin | Whether the second coulter is needed depends on your objectives.
The Rawson system uses the two (or three) coulters to do some tillage in addition to fertiizer placement. They are usually fairly aggressive wavy blades.
The JD Single disc is a very different, minimum disturbance coulter.
Both systems have their places.
Personally I would look toward what your successful neighbor uses as good LOCAL information.
