When using chisel plow with a regular harrow on back, it is a bit rough in the spring yet. But maybe with a heavy harrow set aggressively it would work.
I would almost guarantee that using a super coulter in the spring would level it off just enough.
Here is what I have seen alot of and done some of--
Fall-- chisel plow with or with out harrow(preferable with)
Spring-- Heavy duty harrow to smooth things out, works great and is very efficient, but when the ground gets hard(from rain or something) it does not work that great.
I love my heavy harrow, but with more corn on corn it has really no good use for me anymore, except for maybe 1000 acres next spring. I wish it would work on everything because they are fast and cheap.
