Boy that’s rough. And burning this late will usually set back the regrowth a lot here too.
I don’t know what the fws will do for you, but I’d keep detailed records of the extra time, and feed it takes to carry them to turnout. And take a lot of pictures comparing it to the regrowth of unburnt pastures. The more records and pictures you have the better. And make sure you document damage to fences as well.
