According to what I see here, the signage requirement applies even to portable electric fencing used to subdivide fields. Surely not, though?
Correct, but the law doesn't mandate that ANY jurisdictions require these restrictions. Just that jurisdictions that require a permit or have other restrictions can't make them MORE restrictive than this.
