It kind of sounds like you are losing flow of water into casing. If things are working properly, but then flow shuts down you aren't recharging casing fast enough. Which could be from loss of water, or casing is plugging up. You can try chemicals, and or brushing casing then bailing casing out or blowing with air. If you suspect a casing problem need to pull pump, let water clear then run camera down well and inspect. Also need drillers log so you can match depth and log to camera log as you go down. You can also get some licensed guys that can blow casing with blasting charges.

Best thing you can do pull pump, let it settle and run camera down and really see what's going on. Thats where drillers log and camera log tells what's going on. Last stock water well we did last summer was down 685' 6" casing had to pull and scrub casing with brushes, then bale out over 40-60' of rust and crap out of casing so to allow for future crap to go to bottom of casing. our water was only coming in at two spots each 5' areas in total casing. So only 10' of recharge flow in the casing. This well would produce 50 gpm and topside. Cost to clean was 24 thousand. We had pump tested back at shop while cleaning casing, was able to go back with a three-year-old pump.

Big thing is with well casings, really need camera down to tell if holes or welds gone bad. You don't want to blast with air and blow bigger holes in casing cause more problems. That's why brushing is sometimes better. Your $8,600 bill doesn't seem out of line for total replacement. Pump truck and labor is big portion of bill. I would be putting pump on sch 80 threaded PVC or HDPE threaded where your only 130 feet if galvanized pipe is gunking up on you.
