Western, New York | Just drill it out and tap new holes. If you dont want to wreck your wrist buy a cheap mag drill off vevor. I dont think you will get enough penetration to weld something to it with it being that deep especially with it being that big of a thread. I personally dont like easy outs or anything like that. They break and your screwed. Drilling out the bolt shouldnt be too bad
If you have an electric engraver you can try to see if you can back it out with that, we do that alot with smaller machine screws but its worth a shot.
