Take a short section of metal pipe that the OD will slide into the hole, then weld the ID of the pipe to the bolt. A stick welder may be necessary based on the length of pipe you have.

Can drill bigger portion of it out, then take pipe like RCD said and weld it internally to the bolt. Lube it and turn it out. Lot easier to use old school stick welder.

I would suggest that you NOT use a MIG welder for this.

Minimum use 7018 rod and run it in hot and chip only the cap of your weld.
If that twists off then go to something like a nickel rod.
If that also fails (haven't ever had that happen) then you're down to drill the puppy out say 1/8" smaller dia and carefully use a small chisel to collapse the remaining part of the bolt.

(You might be surprised to find out how often this kind of thing happens on heavy equipment undercarriages.)

(I'm not sure but if that bolt sheared at the start of the threads then I would suggest you use some L9 hardware when you replace the bolts.
L9 stretch like a gr 5 and tougher than a gr 8. (aircraft stuff but also used on truck frame work))
