I ended up taking the cylinder off. With the cylinder at mid stroke, put a balloon on one end and plugged the other and then put a little pressure on the plugged side with the rod and the balloon was getting some air in it. These cylinders cannot be rebuilt, so ordered a new one and the issue is fixed.
