Full throttle and fast idle are not at all the same. The easiest way to understand it is look at an old gas tractor with open governor linkage, most old tractors except for IH H or M, they are enclosed. Think of the throttle as the carburetor butterfly or throttle plate. Watch it open and close as you speed up and slow down the engine with the hand lever. At full rpm, the carburetor throttle plate will not be over 1/4 of the way open. Hold the carburetor all the way open by hand, with no load, and you will quickly see why "full throttle" and "high idle" are not the same.
