What you and many others are not understanding here, is that there is a certain rpm drop to go from no load to full load where there is a mechanical governor. To get full rpm under full load at pto speed, it has to be set at about 200 engine rpm higher with no load. If you set no load at pto rpm, when you get a full pto load, the rpm will be too slow. Modern electronic engines don't have this rpm drop. They stay where they are set, from no load to full load, and only drop rpm if full load is exceeded.
