I would slope the tank so fuel flows to 1 end. Then put a flat fan tee jet nozzle on a pipe. Pumping fuel through the nozzle washing the debris to the other end while sucking it out, unless there is a drain hole. 100 PSI or more works good on the nozzle. I use a diaphragm pump for both the nozzle and the suction side. Use what you have, even a vacuum cleaner. After that good filters are all you need.
