Respectfully disagree after having 30+ of those tractors.
Every single one idled from factory at 800 rpm.
First stop on throttle is 1900 rpm which is full speed pto. Look at the tach.
Pull knob out is override 2200 rpm
Foot pedal to the floor is 2500 rpm

Note
This is not to argue or put anyone down. I'm not a diesel mechanic or pump.man
Just what I've observed since mid 60s when we got our first 5020 and hours of staring at the tach.
