Yep. Any mechanical governor has a "droop" speed, the difference between idle & full load. The governor has to sense a drop in speed to open the throttle. Genset engines, for example are set up with tighter droop specs to maintain a closer RPM. Electronic governors of course are sort of a different animal, more sensitive than a mechanical...
