yup..   engines are  either doing work, or not.   'idle vs. loaded'.

your  'rated'  number however,   is  a  WOT  engine,  lugged down to  2200.     At that point,  that's where the published HP  is made.  
So many will  set the no load throttle to  this number, turn the clutch loose.. and think they are running  at the  rated HP.   
They are not.
