On a 4020, the high idle stop on the pump is 2650, set on the test stand. On the tractor, the first stop on the throttle is PTO speed, 2200. "PULL KNOB TO OVERRIDE STOP" gives you 2500. Foot pedal gives you 2650, up against the stop on the pump. Low idle is set on the stand at 600 RPM.
As others said, idle speed means no load...
