What does "idle rpm" really mean in tractors?

Near Intersection of I-35 & I-90 Southern Mn.
To me, "Running at idle" makes sense. In other words the engine is running at its slowest speed.

I have seen the term Fast Idle many times which seems like a contradiction of terms.

I would say "Running at full throttle".
