Armor All cleaner is worth a shot. Try a lot of different soaps. There used to be a local guy that made cleaners and one worked really good on metal and another on plastic. Got my shop clean as a whistle 25 years ago. Unfortunately he died. I switched from rod to wire feed welding and it helps the grime a lot.

Fluorescent lights are tough since the grime (which probably is mostly welding smoke) has been electrostatically clinging to the metal for years.
