It's just a matter of getting the right enclosure to keep rain and snow out. Actually when it's below freezing air can't hold much moisture. Drive by any large elevator and I'm sure you'll see 480V control centers out in the lot. 40 years ago many had bolts holding the doors closed every 4" around the edge. Some of these were non-metalic but you don't see these too much now. Newer stuff they've been able to seal these up with just a single lever. Often the lever will disconnect the main coming in unless you bypass the interlock. Hoffman is a well know leader in this market.
