It can be insulated but by electrical code needs to be green insulation on wire sizes #6 and smaller. If it is a 15 amp circuit the ground needs to be 14 gauge, 12 gauge for a 20 amp circuit, 10 gauge for a 30, 40, and 60 amp circuit amp circuit.
