Just some rough ideas. But I would lean towards a 15" dual wall. That will move 1" of rain per hour if I did the math right. But doing so you still need to hold water or expect water to run out somewhere. There was a place that had 7 acres of rock and buildings that where running out across the neighbors field and causing pretty bad erosion. So put in an 18" dual wall at 0.7% slope or so (can't remember for sure) and it came up with two 45 and out so it daylighted like a culvert. The place had storage holding capacity like a dry dam so it seems to work good enough. And it can also flow over in a different area if necessary.
Funny thing about all this was they had an engineer figure what it would take and they where leaning towards a 10" single wall. I have no idea why they were thinking that. I was leaning towards a 15" dual wall but after talking to the farmer that had the erosion problem he said he would pitch in some money to get the 18" dual wall to get it to take more water which is what needed to be done anyway.
