You bring up a good point. The catch basin will not necessarily hold a surge of water from 2" of rain in 2 hours. This drain has moved a huge amount of dirt since the pad was put in place and the customer would like to stop that erosion for the most part. I have a hunch that in a major rain event, some overflow will be acceptable to him.
