Picture may be deceiving but, it looks like your belts are pretty worn. How many steps are left in the diamond pattern on the belts? looks like one step is all that is left. Maybe your belts aren't grabbing the hay and pulling it in where it belongs. Do you have trouble getting a bale started at times?

Edit to add: I let my grass fully cure and then bale when the humidity gets to around 60%. This saves the leaves on the grass and makes much better hay. You may be just baling too dry since you said you usually bale your grass bone dry.
