Static,if it is like our propane forklifts the supply of fuel has very few electronic controls(safety I assume) they use vacuum ,and water temp,so the first non mechanical valve is in the line from the tank.Check to see if possibly too much voltage or poor ground to run that small solenoid.It may have a computer that is not getting correct signal as well(most likely).
