I disagree. If you want it not to leak on the ridges, you need to bind the two sheets together. Going into the deck will not guarantee that the sheets will sandwich tight. The O/P needs to bind tight to the flashing metal- not down to the deck. Screws into the flat part of the sheet bind to the deck.
