I'd try phosphoric acid. CLR probably has sulfuric acid that will never stop rusting. If the phosphoric acid removes the rust, polish the rest of the paint then wax. Just beware that the paint is showing it's cracked and the rust is under it, so be realistic about how long it can last in the conditions it's in.
