Strip all the rusty off or throw the roll away, clean the liner with solvent and blow it out, put the smallest light bulb you can find in the cabinet, any thing to raise the temp a couple of degrees. And put those wire cleaners on the wire also.

Agreed, I put a gun cabinet heater/dehumidifer in my welder to keep it from condensing moisture. I ruined a big roll of wire prior to this.
