I filled 2.5 gallon jugs with sand.
Used a 4'long loop of rope.
Put loop under/behind the cover cable in the outside of pool. Drop jug through the loop so the rope is around the cable. Drop jug inside wall of pool to hold the tarp down.
Maybe one every 6'or so?
Also bought a 3' roll of shrink wrap off Amazon and wrap around the top rail over the cover a couple times all the way around the pool.
Trying to keep the air from getting under and lifting it.

Not sure which helped the most (Probably the jugs) but I had terrible trouble the first year and this solved it.

Water in top helps once it freezes but when it's liquid the wind would blow it all to one corner and still make a sail out of the other half.
