Put the cover on and cinch it down like normal.
Now get a roll of cling film like is used for wrapping a pallet. Go around the entire pool from the top to a few feet below the tarp continuously until you’ve used up all your cling film.
This distributes the load on the tarp to prevent the grommets from ripping out, and helps keep wind from getting underneath it.
