My understanding is the DOT bumper on a trailer must not be to solid because if it stops the car to fast, the occupants can be injured.
The other side of the coin is it must stop the car before passenger compartment gets to the back of the trailer.
In other words it must accomplish conflicting goals.



In other other words, lawyers will sue trailer manufacturers regardless of what they do.




I think you have pretty well summed it up with that simple statement.
