If somebody used it for fertilizer, I would think it would look worse than that. Personally I would just clean it up as best I could, maybe paint a rust preventer on bad spots and use it as is. It looks like the bucket attach mechanism looks good which if in fertilizer, would be rusted up bad. Edit looking at pictures again I don’t know where you would start and stop, looks like big area below entry is all skinned up as well. Are those small rust areas all over the machine, than maybe in something as above poster said. Again unless affecting function such as line fittings etc, I would use it like it is. If it was in fertilizer or something that causes severe rust, you will never win that battle as that dust is everywhere.
