Fill the bearings with grease and assemble. Any grease in the cavity between the bearings or in the cap is wasted grease. The only grease that's useful is what's in the bearing. The rest is just occupying dead space.
On the other hand if you have lots of grease to spare, hubs with a fitting sure are easy to make sure there is grease in the bearings.
