We have that here. Works fine.
But if I work for someone, and they want me to use a phone for them to keep track of me, they're either buying the phone or paying my monthly costs if I use my phone. If they want to track the vehicle that they own, they can buy the tracking device and pay any subscription.
Is this thread about a trust issue with employees?
