Found it was 2 problems. One, I hadn't calibrated. With the cal it is working fine. The 2nd discovered while calibrating. The spring was broke on the left hand potentiometer causing some of the trouble which the cal alerted me to since it was out of range. Having done the cal now it's very easy to set up.
